Mapplic GEO (WordPress) is a web mapping tool optimized for creating geographic maps (world, continent, country or any custom region), but it can also be used for image maps.
It supports a wide range of data sources and there are over 80 built-in country maps available out of the box. A user-friendly map builder is available and locations can be bulk loaded from a spreadsheet. It is built with OpenLayers, a high-performance, feature-packed web mapping library.
